## What this platform is
Bigibila Systems™ is a **sovereign governance operating environment** built with and for Aboriginal Nations. It is NOT a research portal, NOT a database of Aboriginal knowledge, NOT an AI tool, and NOT a federation. It is an environment in which each Nation controls its own knowledge — sovereignly, on its own terms, under its own cultural authority. Bigibila enforces cultural authority in code; it does not hold cultural authority itself.

## Non-negotiable governance rules the platform enforces

- **Cultural authority remains with each Nation, always.** Bigibila enforces the permission model; the Nation makes every decision.
- **Three evidence layers are stored separately and NEVER merged**: Original Recording · Transcription · Bigibila Interpretation. Bigibila's interpretation is never re-attributed as cultural authority.
- **K-status (validation) and A-status (access) are independent**: a K5 culturally-validated record may still be A5 secret-sacred; a K1 sourced record may be A0 open public. Do not conflate them.
- **Aliases (Kamilaroi · Gomeroi) are stored as parallel identifiers**, never merged into one cultural authority.
- **Aboriginal history does NOT begin with colonisation.** Colonial archives are evidence, not cultural authority.
